US Breaks Ground on New Nuclear Monitoring Hub in Tennessee to Counter Global Threats
US begins building a new nuclear monitoring hub at Oak Ridge to strengthen nonproliferation and nuclear security efforts.

The US Department of Energy’s National Nuclear Security Administration (NNSA) has begun construction of a new nuclear monitoring facility at Oak Ridge National Laboratory in Tennessee.

The project is designed to strengthen the country’s ability to monitor nuclear activities and respond to emerging security threats.

Officials marked the beginning of construction during a ceremony attended by NNSA Administrator Brandon Williams, Representative Chuck Fleischmann, and Oak Ridge National Laboratory Director Stephen Streiffer.

The new facility is called the Advanced Testbed and Operations Learning Laboratory(ATOLL). It will cover about 21,000 square feet and serve as a center for nuclear monitoring, research, and workforce training. Construction is expected to be completed in 2028.

ATOLL to Support Nuclear Monitoring

ATOLL will bring together scientists, engineers, and security experts working on nuclear nonproliferation programs. One of its main roles will be monitoring foreign activities related to weapons-grade uranium enrichment.

Uranium enrichment is a process that increases the concentration of uranium isotopes and can be used for both civilian nuclear energy and nuclear weapons development.

The facility will also help train specialists in nuclear detection and analysis. These experts study nuclear materials, identify potential threats, and support efforts to prevent the spread of nuclear weapons. ATOLL will provide space for testing and evaluating advanced technologies used in these missions.

US Nuclear Security Strategy

The new center will operate under the NNSA’s Nonproliferation Stewardship Program. This program supports the development of the technical infrastructure and skilled personnel needed to address nuclear security challenges worldwide. It also helps maintain expertise in nuclear science and monitoring technologies.

Officials say understanding how nuclear programs operate is essential for detecting and preventing potential threats.

During the groundbreaking ceremony, Williams said that deep knowledge of atomic science and weapons production helps the US deter adversaries and strengthen national security. He added that the investment in ATOLL will expand the agency’s ability to understand nuclear weapons programs and related technologies.

Global concerns about nuclear proliferation have increased as several nations continue expanding nuclear capabilities and enrichment programs.
