The new generation leverages large language models (LLMs) and multi-agent systems. While full-scale, coordinated AI swarms remain largely theoretical, the early warning signs are already flashing red across the globe. Dr. Kevin Leyton-Brown points to AI-generated deepfakes and fabricated news outlets that have influenced recent election debates in the U.S., Taiwan, Indonesia, and India. Furthermore, monitoring groups have reported pro-Kremlin networks deliberately flooding the web with content intended to “poison” the training data of future AI models, a tactic that preemptively corrupts the information ecosystem. This sets the stage for more advanced attacks.

The potential consequences are profound. AI swarms could do more than spread a single piece of fake news; they could systematically shift the Overton window—the range of ideas tolerated in public discourse—skew debates on critical issues, and suppress legitimate grassroots voices through sheer volume. “We shouldn’t imagine that society will remain unchanged as these systems emerge,” Leyton-Brown told UBC News. “A likely result is decreased trust of unknown voices on social media, which could empower celebrities and make it harder for grassroots messages to break through.” The very fabric of public trust, essential for a functioning democracy, could be unraveled.
