Utah is moving forward with a new advanced nuclear energy project that aims to strengthen the state’s electricity supply and support long-term economic growth.
Holtec International’s SMR-300 small modular reactor has been selected for the Green River Advanced Nuclear Project. The project forms part of Utah’s broader Operation Gigawatt energy strategy.
The Green River project is designed to provide reliable, carbon-free electricity for the region. State leaders view advanced nuclear power as an important part of meeting future energy demand. Growing electricity needs from industries, businesses, and emerging technologies are driving interest in new energy sources.
Holtec International is one of the leading companies developing small modular reactor technology. The company specializes in nuclear energy systems, reactor components, spent fuel storage, and plant decommissioning. It is also leading the effort to restart the Palisades nuclear power plant in Michigan, which would be the first nuclear power plant in the United States to reopen.
SMR-300 Tech Designed for Dry Regions
The SMR-300 is Holtec’s advanced small modular reactor design. It is based on decades of experience with pressurized water reactor technology, which is widely used in nuclear power plants around the world. The design focuses on safety, reliability, and flexible deployment.
One of the most important features of the SMR-300 is its optional Air-Cooled Condenser system. Traditional nuclear plants often require large amounts of water for cooling operations. The air-cooled system reduces that dependence and enables the reactor to operate more effectively in regions with limited water supplies.
This feature is particularly important for Utah and other western states. Many parts of the region face water constraints and a dry climate. By reducing water requirements, the reactor becomes better suited for long-term operation in desert environments.
Holtec executives said the Green River project supports the company’s broader expansion plans across the Mountain West. The company is already advancing its first SMR-300 deployments through federal licensing and early site development activities. Additional projects in Utah are expected to help build a broader network of advanced nuclear facilities.
Company leaders also emphasized the importance of developing a domestic nuclear supply chain. New reactor projects create demand for manufacturing, engineering, construction, and specialized services. Industry investments often follow reactor deployments as new facilities move toward construction.
Green River Site Offers Strategic Advantages
The Green River location has been under study for many years. Extensive environmental and technical assessments have already been completed at the site. These studies include reviews of seismic conditions, weather patterns, groundwater resources, and other important factors.
The site also benefits from several infrastructure advantages. It has existing water rights and access to the Union Pacific rail network. The location is also close to Interstate 70 and offers multiple transmission routes to deliver electricity to different markets.
Project development is being supported by several organizations. Fulcrum Point has joined the initiative as a development partner to help advance licensing, planning, and future construction activities. The company brings technical and operational expertise needed for the next phase of the project.

The Green River project builds on Blue Castle Holdings’ work over nearly two decades. The company spent years preparing and evaluating the site for nuclear energy development. Those efforts helped reduce project risks and establish a foundation for future deployment.
Developers also see opportunities beyond electricity generation. The project site could support advanced industrial facilities that require dedicated power supplies. Such applications are becoming increasingly important as energy-intensive technologies continue to expand.
Economic Growth and Energy Security Goals
Local leaders expect the project to create jobs during both construction and operation. Nuclear facilities typically require skilled workers in engineering, operations, maintenance, and technical support roles. These jobs can provide long-term economic benefits for surrounding communities.
Emery County has a long history as an energy-producing region. Supporters believe the project will help maintain that role while adapting to changing energy markets. New investments could also benefit local businesses and service providers.
The initiative aligns closely with Utah’s Operation Gigawatt plan. The program focuses on building an energy system that is reliable, secure, innovative, and capable of supporting future growth. Advanced nuclear technology is viewed as one of the tools available to achieve those goals.
The project also highlights increasing interest in small modular reactors across the United States. Compared with traditional large nuclear plants, SMRs are designed to be smaller and more flexible. Developers hope these systems can be deployed more efficiently while maintaining high safety standards.

The Green River project will now continue through the federal licensing process before construction can begin. Holtec will serve as the exclusive supplier of the SMR-300 reactor technology for the site. Hyundai E&C, Holtec’s global construction partner, is expected to join the project after key development milestones and funding requirements are completed.
Holtec is also supporting another advanced nuclear project in Brigham City, Utah. These developments could establish the foundation for a future fleet of SMR-300 reactors across the state. The Green River project represents a significant step toward building a larger advanced nuclear energy ecosystem that supports reliable power, economic growth, and long-term energy security.
