Nanjing Satellite Industry Association Reports Targeted Jamming Blinded GPS and BeiDou for Millions

A powerful, targeted jamming incident disrupted satellite navigation for nearly 10 million people in east China’s Nanjing this week, paralyzing food delivery, ride-hailing, and drone control apps for six hours, according to a local industry body.

The Nanjing Satellite Application Industry Association reported that between 4pm and 10pm on Wednesday, the city experienced a severe blackout of Global Navigation Satellite System (GNSS) signals. The technical analysis, reported by the South China Morning Post (SCMP), confirmed this was not a mobile network failure but a deliberate “temporary interference and suppression” of the civilian frequency bands used by both GPS and China’s own BeiDou system.

Imagine your food order circling the block endlessly, your ride-hailing app unable to find you, and shared bikes appearing to be 57km (35 miles) from their actual location. This was the bizarre reality for residents of Nanjing, a bustling capital city of nearly 10 million, as location data went haywire. The economic impact was immediate and stark: ride-hailing orders reportedly plummeted by 60 percent, while delivery efficiency dropped by 40 percent.

“The interference specifically targeted the civilian frequency bands of both BeiDou and GPS, preventing receivers from correctly identifying positioning signals,” the association stated on social media. This meant that even devices with offline maps were rendered nearly useless, suffering from severe position drift with no valid data source to correct it.

So, what caused this widespread technological hiccup in a major metropolis? The association’s statement offered a clue, hinting it could be linked to security protocols for a major event. “If this navigation disruption was caused by temporary signal control measures implemented for security during a major event, such actions are considered standard industry safety protocols,” it noted. The association did not identify who was responsible for the jamming or the specific purpose, but confirmed signals returned to normal after the unnamed event concluded.

A critical detail emerged from the analysis: while civilian signals were knocked out, BeiDou’s military frequencies remained completely unaffected. This is by design. The association explained that BeiDou’s military and civilian signals are physically separated on different frequencies, with the military band using dedicated encryption and anti-jamming tech. GPS, in contrast, shares the same carrier frequencies for military and civilian use, separating them through different modulation and encryption techniques.

This architectural difference, according to the association, turned the incident into a strategic demonstration. The simultaneous disruption of civilian GPS and BeiDou signals acts as a “confirmation of farsighted strategic planning.” The reasoning is geopolitical: because BeiDou’s civilian band is compatible with GPS, any actor attempting to jam BeiDou in a conflict would also cripple GPS systems used by NATO forces. This creates a powerful mutual deterrent. “Any deliberate interference targeting BeiDou’s civilian signals would simultaneously disrupt GPS-dependent applications, thereby fundamentally deterring malicious jamming,” the association asserted.

The incident underscores how vulnerable civilian infrastructure is to electronic warfare tactics common in modern conflict. SCMP reported that satellite jamming has been a feature of the war in Ukraine, and Iran allegedly considered switching to BeiDou after experiencing GPS disruptions during conflicts. The Nanjing event serves as a live, albeit controlled, test of the intertwined vulnerabilities and strengths of global navigation systems, revealing how a local signal control measure can ripple into a discussion on global strategic balances.
